I was able to check out the leather on the boots as well as the soles on both of these boots for you. Each boot has a slightly different purpose, which accounts for the differences in structure on the boots.
The sole of the Scarpa boot is designed for hiking, and the stiff sole (Vibram Biometric) and tough-but-supple leather are designed to protect your foot from rough surfaces on a trail.
The Lowa boot is designed to be a little more "hardcore," as it's intended for more rugged conditions of trekking, hiking, and fishing and hunting as well. You'll find the Tibet boots would support a heavier backpack and super rough trails, so those soles (Vibram Masai) are going to be a little stiffer than the Scarpas. The leather on these boots is Nubuck, which is also tough-but-supple, to protect you from rocks, bumps and bruises. The Lowa boots also offer Gore-Tex waterproof/breathable protection for wet conditions.
